Error 24000 and 24001

I attempted to visit the Auction House and received error code 31015 (Could not get your payment information). Afterwards, when I attempt to join a public game, one of two things happens:
1) I get Error 24001 (Trouble adding players to game) after it goes through the entire 20 second countdown and attempts to create a game; or
2) I get Error 24000 (There was an error creating the game)

When I attempt to create a private game, I get Error 24000 as well. Also, I am unable to create characters.
