Eagle Orbs of Wounding

Eagle Orbs of Wounding have less damage than orbs without wounding

I've been noticing when i get an Eagle Orb of Wounding, it has less damage on it than say my Eagle Orb of the Bear. I was wondering if this was intentional or if there was maybe a bug with the suffix on eagle orbs.
