When I use the bow, I am dealing also 12-13 damage white attacks.
(and for the love of God, add the actual skill damage already on the skill tooltips!)

The tooltip on the weapon is a range of damage. That damage is then increased by your Attack stat and any other modifiers equipped to your character.
All of the combat math should be in your Character sheet (Hotkey: C).
