Electrocute game breaking bug

If I use electrocute for extended periods of time it locks up, and I cannot stop the spell from casting. The only way it stops is if I run out of Arcane Power, but then I cannot interact with anything in the game. I can't even exit the game or exit Diablo. I have to use task manager to end the program.

Edit: This occurs in both multiplayer and singleplayer. It is 100% reproducible for me.
