Possible to craft before completing questline

As the title says, on my second playthrough I was able to begin crafting as soon as Haedrig gave me the Nephelam stone. I did not have to retrieve the crown and bring it back to him.
I'm not sure this is a bug per se, but it seems like you're not supposed to be able to craft until after Haedrig repairs the crown and it says "Quest complete: ...Blacksmithing unlocked"
