Does the light blue asterisk that appears over Deckard Cain mean anything, or is it a bug?

As JumpyMonkey said, the blue * above an NPC's head means they have a conversation that you have not listened to yet, or a new conversation that has just become available.

I moved this to Feedback as it is not a bug.
