Character Creation Bug

Hello,
I was messing around last week and decided to delete a few of my characters and start over again. Some of which I decided to name exactly the same. Others I changed their Gender, but in each case I found that after starting a new character, even on the first quest as long as the name and class matched, the blacksmith was already in trist. When I walked up to talk to him he had an available quest which instantly rewarded me with the Stone of Recall, 0 exp and 0 gold. I then proceeded to continue on with my questing. After picking up the Crown in the following quests (which should actually reward the stone of recall) and completing them, it rewarded the stone again.

That is not related to your new characters, the artisans are the same for all characters on an account.
But the "reward" should be the Cauldron of Jordan, not the Stone of Recall. At least that is what I get in that situation.
