Quest Bug: Anvil shows quest on map

Summary: The anvil in town has a ! on the map, but it cannot be interacted with.

It wasn't there when I went to talk to leah for the very first time, but when I came back out of the tavern it was there. The quest exclamation mark is on top of the anvil on the map, but the anvil cannot be interacted with.

For my first character, the Blacksmith is not there but his ! shows on the minimap. On all subsequent characters, the blacksmith is already there with a quest where he just hands you the Cauldron. I do not know if that's intended or not, but lore-wise the character has yet to interact with the blacksmith and the dialogue suggests otherwise.
