Experience Shrines frequently not working

So I'm pretty sure that experience shrines are frequently not working. I haven't yet narrowed it down to whether it's a specific experience shrine in the cathedral or if it's random. But I'm definitely noticing that quite frequently after activating an experience shrine either no icon displays above my character to denote the presence of a shrine buff, or sometimes it seems to disappear within 5 or ten seconds.
