Wrong level requirement with blacksmith

This has happened to me a couple of times so far. I go to the blacksmith and forge an item, for example rare gloves that say level 12 level requirement. After crafting them it says level 13 requirement. The first time i thought it might be some attribute required a higher requirement, but its happened to me at least twice so far.
