When returning the shattered crown to Headrig Eamon, he repairs the crown. But he's doing that in the air. There's no anvil...

The anvil appears after he has finished working.

It is possible for the Blacksmith's anvil to not appear when the Blacksmith repairs the crown you turn into him.
