Journeyman Heavy Axe

The Journeyman Heavy Axe tooltip when crafting one shows the required level as 11, however the items themselves require level 12.

Hmm I manage to craft the lvl 15 shield and lvl 11 bracers, and 3 Journeyman Heavy Axe fine, how much of a stat difference is there? They must have some significant unique stat that requires them to gain additional level to equip. Can we get images?
