Exiting Wait.

After the first few times of exiting, I stopped waiting and clicked the exit button. I had a monk character. The game started jumping strait to a 00 wait time after that, without fail.

I now created a new character, witch doctor. Again, at first, the count down. After selecting an "exit now" option: No more count down on later exits, strait to 00.

Is it suppose to do this?

Yep, this is not a bug. There is a log out timer while the game saves your data upon logging out. When in town, there is no count down and the game saves much faster.
