Are the skill slots locked to its own tier?

Hello community,
Although this is my first post on this forum, I've been following it since 2009.
I have this question: are the unlockable skill slots locked to its own tier? For example, is it possible to save a slot until a later level to learn a skill from a higher tier, or to learn multiple skills of the same tier?

PS: By the way, my personal preference would the "tier locked" skill slot system, like the skills of the followers. With approx. 21 skills per class, we have about 3 skills per tier. This would, I believe, encourage build and gameplay variety, and keep the potential usefulness of the lower tier skills.

So take that as you wish, but it would lead me to believe that if you have only high end cooldowns, it might suck when you have nothing to cast :(


Right, so for example, the three final skills of the barbarian tree all currently have 2 minute cooldowns. There are ways to augment those cooldowns slightly of course, but you're still going to want a mix of skills that complement each other.
