What's the bottleneck in D3 development?

They're debating whether we should have a monthly fee or not. Yes=more replayability with continual updates, fixes and added content. No=less replayability but more people buying it.

I like to think of a game like Diablo 3 in the same creative framework as a series of feature films (where each Act in the game is like one film in the series).

The difference between a game like Diablo 3 and, say, the Lord Of The Rings films, is that the whole of the game will not be released until the final act is completed and ready.
