I'm noticing that both of these heroes have abilities which allow them to "teleport" and hit multiple targets (Omnislash and Seven-Sided Strike). Also, they both have a similar necklace. Does that necklace allow them to perform such abilities? Just curious.

Yes.

If you wear a necklace you will be able to teleport and punch multiple guys.
