If you've upgraded your account to Reaper of Souls then a couple of things will change once the expansion goes live, but it pretty much works like you'd expect during the transition. Level 60 characters will no longer earn Paragon experience, but you'll still be able to use all of the Paragon points you currently have. When you reach level 70 then you'll start earning Paragon experience again, and your progression will pick up where it left off at 60.
Players who do not upgrade their account to the expansion will continue to earn Paragon experience at level 60, just like they currently are.
