Trouble joining party

Me and my brother in law are trying to play Diablo 3 on the PS4 every time we either try to join each others or invite and join one the others game it tells us that there is trouble joining the game. Our playstations are both up to date and Diablo is up to date on both systems. Network settings are set to open to public.
