Skill Swapping?

Since we can't get passed a certain level, this is more of a speculation than anything.

For the longer cooldown skills, like the 120s CD ones, can you simply use them, then swap the skill to another one? The skill-swap cooldown seems fairly short, like 10-15 seconds. Couldn't one use all three of their long cooldown skills in a short window simply by skill swapping mid-combat?

If there are already measures in place to prevent this, please excuse my ignorance.

As of our current internal build, you can't move a skill to another location on your action bar while it is on cooldown. In addition, you cannot remove a skill from your action bar while it is on cooldown.

I imagine that these changes made it into Beta Patch 15, but if not, let me know here :)
