Skill Drag and Drop...Not There?

The skill drag and drop functionality (from the skillbook to the action bar) doesn't seem to be working. I would expect it to work like dragging skill icons from the spellbook to the action bar in WoW does, but it doesn't work.

Am I missing something, or is this feature (still) broken?

And yes, I do have elective mode on.
