I have a few friends who want to start playing ROS but dont have a D3 acc. Do they need to purchase both D3 and ROS version to play ROS or just the ROS expansion??

Reaper of Souls is an expansion, and will require the original Diablo III in order to be accessible. So, your friends will need to have both of them to join you on the crusade to stop death.
