Repairing item tab gone?

My repair items tab is gone.
Did they take repairing items out of the beta? I didn't see it in the patch notes.
The game guide does not list repair items as a blacksmith upgrade.

You still are not able to trade damaged items on the auction house.
Am I half asleep and missing something? Or is this a bug.
