Note 1: Official RoS Links available at the bottom of the post!
Note 2: With or without the expansion, everyone can still play together, as many of these features will come for free in a patch before the expansion:

We want to implement a lot of the new systems and features in a pre-expansion patch for free. That should include Paragon 2.0, Loot 2.0, Loot Runs, and Nephalem Trials. For now, you'll need to purchase the expansion to play as the Crusader, explore Act V, unlock the Mystic, and level up to 70. These details may change as development moves along, but we want some of the core gameplay improvements to be available for everyone.

3. STORY

Malthael wants to end the Eternal Conflict once and for all. Regrettably, he also considers humanity to be part of the world's corruption, and seeks to exterminate us. The end times. The Black Soulstone is meanwhile hidden somewhere on Sanctuary by Tyrael and the Horadrim. But as we see in the opening cinematic, Malthael turns up to butcher most of the party and steal the stone, nearly killing Tyrael in the process. Tyrael attempted to strike the Angel of Death down with El'Druin, the Sword of Justice. But much to his surprise, it did not judge Malthael, indicating that his cause is somehow righteous and just. As such, Malthael has the Prime Evil's soul in his grasp. It is yet unknown what is to become of Leah, Adria, Deckard Cain, and Tyrael. All we do know is that Tyrael puts his faith in the Nephalem to stop Malthael. Our journey begins as the mortal angel sends one of the Horadrim, Lorath Nahr, to find the Nephalem.

5. NEW CLASS

Crusader

    LORE:

In ages past, the Paladins of Zakarum pushed west to spread the faith. This holy crusade culminated in the founding of Westmarch. Meanwhile, an elite force of their order, called the Crusaders, splintered off and travelled east. Now the Crusader is back to purge Westmarch of Malthael's forces. Crusaders are few in numbers, and persist through the ages by taking on apprentices. When a master Crusader perishes, the apprentice takes up his name, shield, role, and sacred charge.

    CHARACTERISTICS:

  • A mid-range class with shields, flails, and heavy armour.
  • Some of its skills can only be used with a shield equipped.
  • While similar to the popular Paladin, the two classes only share two abilities.

  • Wrath.
  • 100 is normal capacity.

    MAIN STAT:

  • Strength.

    11. LOOT 2.0

      'SMART DROPS':

    • Items drop less frequently.
    • When they do, they have a real purpose instead of being screen-clutter.
    • Rare (yellow) and Legendary (orange) items can roll as a 'Smart Drop'.
    • Smart Drop rolls mean that their stats are adjusted for the class your are currently playing.

      BOSS LOOT:

    • The first time you kill a boss, it will drop a guaranteed Legendary item.

      CRAFTING REAGENTS:

    • Common (white) items will now be used as a Mystic crafting reagent.

      TRANSMOGRIFICATION APPEARANCE:

    • Magical (blue) and Rare (yellow) items will now be used for transmogrification looks.

      OTHER:

    • More meaningful legendary drops.
    • Legendaries will be build-changers.
    • Legendaries will drop across all difficulty-levels, with appropriate ilvls.
    • Many looted items will be exclusively Bind on Account.
    • More emphasis on obtaining powerful loot, and less on getting them from the Auction House.
    • Legendary light beams may now contain sparks of light of varying density to let you know of its rarity and potency before even picking it up.
    • The amount of stars now found on an item's information display may indicate its potential with the Mystic Artisan.

    12. PARAGON 2.0

      ACCOUNT-WIDE:

    • Paragon Levels are now account-wide, so whichever character you play, you will work towards the same Paragon Level.
    • Paragon Experience can only be earned with level 70 characters.
    • All Paragon Experience you have earned so far in Diablo 3 will be saved and converted into your Account Paragon Level when the changes occur. So you won't lose any of your hard work. The more you play now, the better prepared you will be in the expansion.
    • Presumably, each Account Paragon Level gives you one Paragon Point to spend. (Unconfirmed).

      UNLIMITED PARAGON LEVELS:

    • There is no longer a level cap on Paragon Levels, meaning you will always earn new experience as you hunt for loot.
    • At some point, however, experience gain is likely to get so slow, you will progress very slowly. But you will always progress.

      PARAGON POINTS:

    • Account Paragon Levels will award Paragon Points.
    • Paragon Points can be invested into the different character stats, allowing you to tweak your characters' strengths and weaknesses.
    • Paragon Points that you've earned are accessible to all your characters.
    • They can be reset and re-distributed in case you want to try different builds or make up for a lacking stat on a character.
    • All Paragon Points are spent individually by each character, so you can focus on the needs of each specific character.
    • You can place up to 50 Paragon Points in either of the available stats.
    • The bonus you get from each type of stats is balanced to make sure nothing gets overpowered, for instance: a Paragon Point placed in Dexterity gives you 5 effective Dexterity points in-game, whereas a Paragon Point placed in Attack Speed will only give you 0.20% extra attack speed in-game.
    • Because levelling will get really slow past a certain point, due to the sheer amount of experience needed to level up at that stage, it is unlikely that you will be able to fill all of these character stats with Paragon Points. This means meaningful choices for you.
    • At the moment, there are no costs associated with resetting and re-distributing these Paragon Points.

      KNOWN PARAGON POINT STATS:

    • Core.
      • Intelligence +5 [0/50].
      • Strength +5 [0/50].
      • Dexterity +5 [0/50].

1. As far as I can tell, there is no pre-pre-expansion patch planned. There may be small ones for hotfixes and so on. But on or before the expansion release date, the entire game will receive a giant face-lift, expansion or not.
I just wanted to jump in to clarify that this is incorrect. It's actually likely that changes such as our Loot 2.0 adjustments will be implemented in a patch prior to the expansion.
