Beta patch 10 notes will be posted once the patch is live. They'll be available in the launcher, as well as in this thread: http://us.battle.net/d3/en/forum/topic/3123246179

It goes over a lot of the changes you'll see in the next patch, including the philosophies behind why they were made. :)

Correct. We don't yet have an ETA for when the patch will be released, but our current hope is to have it out before the weekend.
