Locked at 13fps

Trying the beta for the first time today and my game is locked at 13fps. No matter what settings i change low to high, it doesnt change. Every other game is fine.

I have -
i5 2500k @4.3GHz
Twin Frozr III 570
8gb 1600MHz Corsair Vengeance

Could you check or post your My Documents\Diablo III\D3Prefs.txt file? There's an entry in there for what the maximum foreground fps is set to.

Mine for example is here:

MaxForegroundFPS "150"

Also, which method are you using to see the fps rate?
