Incorrect Damage Display Wizard

Using arcane bolt on my wizard class (level 2) when i attack a monster with it that has, say, 5 hit points, my attack does 3 damage, popping up the number and taking away those hp from the monster. However, i've seen it on several occasions where it says i do 3 points of damage to a monster, but it's hp only goes down by 2. Is this a bug, or am i misinterpreting what the numbers mean?
EDIT: also, i am not sure if this extends to other abilities or just this one ability

Damage numbers are being rounded up and down, as well as the health and damage taken by the monster.

Monsters have armor and resistance just like players as well. If you deal 4 fire damage to a monster who resists 1.7 worth of damage, the number 2 is going to display. If you deal a flat 4 damage, the number 4 will display.

As for this, I'll need to check. However, since all numbers are rounded and there is no Combat Log, I wouldn't read too far into them unless they are completely wrong.
