Will they be updated or will be just old useless junk?
For example, my gloves have 63 int, 33 vit, 9 atk speed, 8 CC, 48 CD. Will my gloves get higher INT & VIT in ROS?
I know we can't enchant our legacy items in ROS, but...

We don't have any plans to alter the stats on Legacy items, but how some of them effect your character might change (i.e. Life Steal will have no affect at 70). To answer the question in the scenario, though, the gloves will not get a higher Intelligence and Vitality in Reaper of Souls. I wouldn't say that they're useless junk either. You'll need some gear to help you on your quest to stop Malthael's twisted plan.
