cant quite tell if its reflecting from walls but i think its reflecting and bouncing from monsters. either that or the arrow is seeking targets in a circle or something funky.

Runeword, Hungering Arrow has a chance to pierce its targets and find a new one. What you were probably seeing was the arrow piercing the target, turning around, and coming back to hit the monster.
