The Cultists started appearing at 4PM on Dec. 31. The portal in Old Tristram will start appearing on Jan. 4 at 4pm.

The precursor event has already started - if you hunt down the temporal cultists, and get 7 pages of a cultist's journal, you will get a portrait frame (and a finished achievement if you're after those).
As for the main event, it starts on Jan 4th.

Also, just to clear up any confusion: each part of the event (i.e. the cultists appearing and the portal opening) start at the same respective times each year.

The start time for the portal being available is the same for all three server regions, i.e. 16:00 PST, Thursday, 3rd of January...

Ah, sorry for the time localization error! I didn't catch that in the original posts. As the blog mentioned, it starts 1/3 at 4 p.m. PST, so it's now live.
