COE + RAEKOR wrong elemental buff ?

Hi, i've just found a COE for my Raekor barb and made a strange discover.
When i use fc (/battering ram = fire), the COE bonus only work when physical element is active (easy to check).
Is this a (known) bug, or is there some mechanism that i don't understand ?
