Attack Speed when holding shift

I looked around on the forums quite a bit, but I haven't seen anyone mention this. I may have missed it.

I have noticed (on Beta 13) that when holding shift and an attack button (let's say, left mouse button), I attack SLIGHTLY slower than when I hold shift and click rapidly. It seems like these two should be consistent.
