Another Paragon 2.0 question

I've seen a lot of question regarding Paragon 2.0 but there is one thing I haven't seen answered yet.
When a player has RoS they stop earning Paragon exp until they reach level 70. But what happens with the Paragon levels you have earned at that point
Are players able to use the Paragon points right away at level 60. Or do they need to get to level 70 before being able to assign these points?

(Stealing my response from another thread here.)

Nothing will happen to your existing Paragon levels or Points in that scenario. You'll just stop earning Paragon experience while you level up from 60 to 70, which means you won't be gaining any additional Paragon levels or Points during that time either (but you also won't be losing any). Once you reach level 70, you'll start earning Paragon experience again from where you left off. Easy-peasy.

While only heroes that are max level can earn shared Paragon experience and therefore contribute to your account's shared Paragon level, all characters (regardless of level) will be eligible for Paragon Points.

For example, if you create a new level 1 Normal character and your Normal shared Paragon level is 50, that character would start with a shared Paragon level of 50 as well as 50 Paragon Points. You'd be able to spend them right away, too.
